Strategic Planning

High performing organizations align organizational and individual performance management systems and human capital activities with the organizational strategic plan.  Creating a results-oriented, performance-based culture starts at the top and is cascaded through an agency’s management control tools.  A well designed organizational strategic plan or strategic human capital plan is essential. 

OPM Consultants offer agencies comprehensive support throughout the strategic planning process. Because strategic planning needs vary by organization, all projects are tailored to the agency’s specific goals. Support can range from end-to-end assistance with developing a strategic plan, to facilitating leadership strategic planning off-sites, to helping agencies translate planning outcomes into actionable implementation plans.

When facilitating leadership off-sites, OPM Consultants provide a wide range of services, which may include:

  • Pre-session preparation, including development of materials and identification of key documents to inform the strategic planning session.
  • Pre-session consultations with leadership and stakeholders to refine session goals, process steps, and desired outcomes.
  • Mission and vision validation or development, conducted either during the planning session or beforehand, to ensure clear organizational direction.
  • SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) to help agencies understand their distinctive capabilities and identify strategic implications.
  • Strategic issues identification, focusing on the fundamental challenges affecting mission delivery, mandates, values, structures, processes, and management.
  • Strategic goals and objectives development, guiding agencies in defining goals and objectives that address identified strategic issues and serve as the foundation of the strategic plan.
  • Summary report preparation, capturing the session’s activities, decisions, and outcomes in a form that can be directly translated into a formal strategic planning document.
