OPM leads the way in transforming the automation of the federal hiring process. We offer a comprehensive suite of human resources information technology (HRIT) platforms for federal agencies through its reimbursable services. These systems are designed specifically for agencies and comply with all applicable federal laws and regulations. Agencies benefit from complete hosting, maintenance, and upgrades. Use of our systems is covered by OPM’s government-wide Authorities to Operate (ATO).
- Core Human Capital Management (HCM): OPM is soliciting for a governmentwide Core HCM system consistent with federal requirements. This single Core HCM platform will include personnel action processing, employee system of record, position management, employee and manager self-service, analytics and dashboards, time and attendance, and learning. It will integrate with other federal HR IT systems (such as payroll, benefits, talent acquisition, performance management, and retirement) to ensure a seamless flow of information across various HR functions and will include comprehensive security controls to protect employee information.
- USA Learning®: OPM’s enterprise learning management system (LMS) is a key component of the HCM ecosystem. It enables agencies to deliver, manage, and track training and development through online, instructor-led, and blended learning. It includes tools for content management, structured programs/certifications, automated enrollments and notifications, and secure transcripts. With built in analytics and reporting, USA Learning helps agencies identify competency needs and scale targeted upskilling and reskilling to strengthen mission readiness across the federal workforce.
- USAJOBS®: As the federal government's official employment site, USAJOBS serves as the central location for applicants to find openings in hundreds of federal agencies and organizations. USAJOBS facilitates the agency hiring process by matching qualified applicants with job openings while providing applicants with resources to find the right jobs. USAJOBS also operates the Agency Talent Portal (ATP), which offers targeted recruitment services for federal recruiters, human resources specialists, and hiring managers. ATP allows users to mine the USAJOBS database of over one million searchable resumes, message candidates about upcoming open jobs, select candidates from pooled hiring, and post career related events on the USAJOBS home page.
- USA Staffing®: OPM’s talent acquisition system positions agencies to acquire, assess, certify, select, and onboard qualified candidates in a precise, efficient, and cost-effective approach. USA Staffing includes real-time reporting on key hiring metrics and interconnections with agency HR IT systems including request processing, new hire, and data self-service.
- USA HireSM: OPM offers an innovative assessment platform designed to provide valid, reliable, and fair online assessment solutions to help agencies identify top talent. USA Hire includes a variety of off-the-shelf assessment options as well as custom assessment capabilities to evaluate candidates for a wide range of government positions.
- USA Performance®: OPM’s software solution for performance management helps federal agencies manage their Senior Executive Service (SES), Senior Professional (SP), and non-SES/SP performance programs. It streamlines the entire performance appraisal process—making it easier to track, review, and manage performance throughout the full rating cycle.
- Electronic Official Personnel Folder (eOPF): The eOPF system facilitates the electronic filing of SF-50 data covering a civilian federal employee’s employment history and automates employee notification of actions through email alerts. These documents are used to make decisions about employees' rights, benefits, and entitlements throughout their careers.
- Enterprise Human Resources Integration (EHRI): OPM centralizes federal workforce data through EHRI to support strategic human capital management across government. OPM collects workforce, payroll, and training data from agencies, prepares the data for analysis, and provides access to the data.
