Core HCM
Core Human Capital Management (HCM) is a governmentwide effort to modernize disconnected legacy human capital management systems with a more unified, standard, and integrated platform. The goal is to improve reliability, efficiency, and service delivery while creating a stronger foundation for managing the federal workforce.
The Core HCM platform will support essential human capital functions including position management, personnel action processing, employee records, employee and manager self-service, time and attendance, human capital analytics, and learning. It will also connect with other federal HR IT systems, including payroll, benefits, talent acquisition, performance management, and retirement.
By modernizing these capabilities through a shared approach, Core HCM is intended to reduce complexity, improve data quality, and make HR services more efficient and user-friendly for agencies, managers, HR practitioners, and employees. Over time, this effort will help promote greater consistency across government and better support the needs of the federal workforce.
