Overview

As agencies work to optimize resources, strengthen mission delivery, and improve operational efficiency, strategic workforce planning has become essential—not optional. Federal leaders are increasingly expected to use data to anticipate workforce needs, reduce skills gaps, and ensure the right talent is in the right place at the right time. This course is designed for human capital practitioners, workforce analysts, program managers, and leaders who influence workforce decisions and want to strengthen their ability to plan proactively.

Curriculum

Through an interactive four-hour session, OPM facilitators will introduce the OPM Workforce Planning Model, break down federal requirements, and guide participants through hands on exercises using real workforce to make the concepts tangible and immediately applicable.

Participants will learn how to:

  • Build a shared understanding of workforce planning fundamentals and common misconceptions
  • Apply the OPM Workforce Planning Model to real-world scenarios
  • Connect agency mission priorities to strategic workforce decisions
  • Identify and assess current and future workforce needs and risks
  • Use human capital data—including workforce supply, retirement eligibility, attrition rates, demographics, and time-to-hire—to inform decision-making
  • Develop compelling business cases for implementation efforts


Course Benefits

OPM experts equip participants with the frameworks, tools, and hands on practice needed to understand their workforce today and proactively prepare for tomorrow, strengthening their ability to support agency human capital strategies, staffing plans, and mission critical priorities.

By the end of the session, participants will have a practical understanding of each step in the workforce planning process and increased confidence applying the concepts in real organizational settings. Through hands on work with workforce data, they will learn to translate analysis into meaningful insights, communicate workforce risks and opportunities, and directly support their agency’s annual staffing plan submissions and quarterly updates.
